解决思路：开始以为是tomcat集成到springboot导致的，将pom文件如下修改，结果又有其他报错：

后面仔细观察，最后一行的报错语句：
 

javax.servlet.ServletContext: file:/D:/GJ/repository/javax/servlet/javax.servlet-api/3.0.1/javax.servlet-api-3.0.1.jar

然后发下pom有这个依赖，但是在maven仓库里面没有 3.0.1 这个版本，将其改成如下版本，完美解决：
